I had the game data checked, 2 files were requested again. No matter which of the two versions I choose, right after choosing the game, the small window with the logos appears and then black screen.

The solution for me was to disable shader caching. For Red Alert 2 there's a more general patch that solves a lot of its graphics problems, including this 'black screen' issue.

After multiple resets, driver updates, reinstalls, and frankly just attempting literally anything at this point, I FINALLY found a fix for the black screen after warning issue on start up.
